The Animal & Veterinary Service (AVS) is implementing new responsible cat ownership regulations starting 1 Sep 2024. This guide answers all your questions about Singapore's new cat licensing rules and provides clear steps to ensure your feline friend is microchipped, licensed, and thriving under your care.

Licensing will be available from September via AVS’ Pet Animal Licensing System (PALS).

There will be a two-year grace during the transition period, which runs until 31 August 2026.

Microchip your cat

From 1 September 2024, all pet cats must be microchipped.

Visit a licensed veterinarian to microchip your cat. It’s a quick and painless procedure that ensures your feline friend can be easily identified if lost.

 

Apply for a free license (during the grace period)

Starting 1 September 2024, you can apply for a free cat license online through the AVS Pet Animal Licensing System (PALS).

Remember, your cat must be microchipped before applying.

 

Consider sterilisation

While not compulsory, AVS strongly encourages cat owners to consider sterilisation.

Discuss the benefits of sterilisation with your veterinarian. It can significantly improve your cat’s health and well-being.
